I wonder how that happens? Perhaps knowing that would help you find a better workaround? Notice that the tool you remember is still available in a High Contrast theme so another possibility would be customizing a High Contrast theme, then finding how it is implemented then trying to export that and import it back into a normal theme.
Tip: use ProcMon to help you find out how these values are being updated and stored in the registry. Once you have some clues from that analysis, try doing a web search because I imagine that someone will have already done this and reported their similar earlier analysis.
